Vassil Popov was born in 1906 in the village of Byala Reka, V.Tarnovo. He studied construction engineering in Brno, Czechia. He came to Varna in 1936 and became member of BCP. He took part in a hit squad, an outlaw. In 1942- 1944 he was sentenced and stood in prison.
He was appointed Mayor of Varna in the period 1957-1959. In 1959-1962 he was Deputy Chairman of the City People's Council. His sectors were construction, urbanisation, water supply, the construction of Golden Sands and Drouzhba Resorts. He was municipal councillor from 1949 to 1981.
