General information
The General Data Protection Regulation (GDPR) of the European Parliament and of the Council of 27 April 2016, applicable from 25 May 2018, on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46 / EC (General Data Protection Regulation).
The Regulation regulates the rights and obligations to protect the personal data of natural persons from all EU Member States.
Municipality of Varna as an administrator of personal data within the meaning of Art. 4, para. 7 of Regulation (EC) 2016/679 performs the activity of collecting, processing and storing personal data in accordance with Regulation (EC) 2016/679 and the Personal Data Protection Act.

Purpose and legal basis for the processing of personal data
The Municipality of Varna collects, processes and stores your personal data on the basis of statutory obligations and / or in the performance of tasks of public interest.
The processing of personal data shall be carried out in accordance with the data protection principles referred to in Article 5 of Regulation (EC) 2016/679. The policies and procedures of the Municipality of Varna aim to ensure compliance with these principles.
The administrative services we offer require the processing and storage of personal data that is minimized. These data are necessary for the processing and implementation of the respective service in accordance with the legislation of the Republic of Bulgaria and the European Union.
We guarantee that the information we collect and use is indispensable for this purpose and is not intended to intrude your personal space.
Recipients or categories of recipients of personal data
Municipality of Varna discloses personal data to third parties and recipients only if they have a legal basis to obtain them. The categories of recipients of personal data are determined on a case-by-case basis according to their legal basis to receive the data:
- Public authorities in accordance with their powers (eg National Revenue Agency, National Social Security Institute, Council of Ministers, Ministries, Judicial Authorities, Control Bodies, Local Government Bodies, etc.)
- Personal data processor (a natural or legal person who processes the personal data on behalf of the Municipality of Varna and upon its order or assignment - for example, banks processing due staff remuneration payments, postal and courier services when addressing correspondence to physical persons, etc.)
Time limits for storing personal data
Municipality of Varna provides various services with different periods for storage of personal data on paper / electronically, which are determined either by the national legislation or by the "Nomenclature of the cases of Varna Municipality".
The Municipality of Varna stores personal data according to the envisaged term in the applicable legislation.
Rights of natural persons
The General Data Protection Regulation provides for the following rights of natural persons with regard to the processing of their personal data:
- The right of access to personal data related to the person being processed by the controller;
- The right to correct inaccurate or incomplete personal data;
- The right to erase ("right to be forgotten") personal data that are being processed unlawfully or with a revoked legal basis (expired storage period, withdrawn consent, accomplished original purpose for which they were collected and others);
- The right to limit processing in case of a legal dispute between the controller and the natural person until its resolution and / or establishment, exercise or defence of legal claims;
- The right to data transmission when personal data are processed in an automated manner on the basis of consent or contract. For this purpose, the data is transmitted in a structured, widely used and machine-readable format;
- The right of objection at any time and on grounds related to the particular situation of the person, provided that there are no compelling legal grounds for the processing that take precedence over the interests, rights and freedoms of the data subject or the lawsuit;
- The data subject should not be subject to a fully automated decision-making involving profiling that produces legal implications for him or significantly affects him.
The Municipality of Varna has no grounds to delete personal data, which are legally defined and should be stored within the legal deadlines.
The rights deriving from the General Data Protection Act can be exercised by submitting an application to the administrator personally or by proxy by submitting a written application, by post, via a licensed postal operator or electronically signed with a qualified electronic signature. The application should include name, address, and other data to identify you as a data subject, describe what your request is about, your preferred form of communication, and actions on your request. You need to sign your request, write down the filing date and the address for correspondence with you.
Providing access to information about the processing of your personal data is free of charge and Varna Municipality reserves the right to impose an administrative fee in case of repeatability or excessive demand (through a change in the Local Taxes and Services Prices Ordinance).
If you submit a request related to the exercise of your rights, the employees of Varna Municipality shall reply to you within one month. If necessary, this period may be extended by a further two months, for which you will be notified immediately.
In case of refusal to your request, you will be informed about the reasons why no action has been taken and about the possibility of filing a complaint to the Personal Data Protection Commission and seeking legal protection.
Right to appeal
If you consider that your rights under the General Data Protection Regulation are violated, you have the right to file a complaint to the Personal Data Protection Commission.

Lack of automated individual decision-making, including profiling
The Municipality of Varna does not apply automated decision-making, including profiling.
Importance of the personal data provided
In most cases processing your personal data is a mandatory requirement for the performance of official powers and legal obligations of Varna Municipality. Failure to provide your personal data in these cases prevents taking action on your requests that will be considered anonymous.
Personal data sources
The personal data processed by the Municipality of Varna are provided by the natural persons to whom they refer or other legally authorized persons through their applications, proposals, complaints and others, or documents provided by public authorities.
As users of the Official Website of the Municipality of Varna you can browse it without completing registration forms and entering personal data.
In case you want to use specialized modules and services, it is necessary to enter the required data in order to carry out the procedure you are requesting.
