The Directorate consists of three departments - Budget, Financial Analysis and Control and Revenue Control. Finance and Budget Directorate is in charge of the draft budget for the relevant financial year based on proposals by the districts and mayoralties mayors, directors of the directorates, directors of the budgetary units and second level disposers.
After the municipal budget has been adopted by the Municipal Council, the budgets of all functions and units for the year are prepared, the latter presenting budgets allocations for approval by the Mayor.
The Directorate prepares three-year forecasts of the revenues from the local taxes and the municipal activities expenses for the Ministry of Finance; an yearly budget update; financial analyses; own non-tax revenues plans (except for household waste fee, kindergarten fee, crèche fee, home social patronage fee, dormitory fee).
